This is on Dapper.  I have never had the problem under Breezy.  I have not changed any fontconfig options that I know of, the problem manifests itself when I turn off antialiasing using the Gnome font preferences applet.

I am using the Subpixel Smoothing font rendering option in Font Preferences.  96 dpi.

Fontconfig: autohinter - Native.  subpixel rendering - Automatic.  enable bitmap fonts - Yes.
