[Bug 36813] icon theme does not provide SVG icons

Description:
Now that Tango offers SVG (scalable) icons in their iconset, it would be
great if the new human theme could also offer SVG versions of the icons
so that they scale well. for instance the new folder icon does not look
well, because it's only provided as a bitmap, not as SVG.
