[Bug 30917] The colour of Main Bar changed to black after set the background colour of top panel

Description:
1.Right click the panel which is in the top of screen and in the right of Main Bar , select menu "Properties"; 
2.In "Panel Properties" dialog, select page "Background"; 
3.Choose "Solid colour", set colour as blue and set "Transparent Opaque" slide bar in the middle; 
4.The background colour of this Panel changed, but the colour of main bar changed to black without transparent effect.
