[Bug 36845] Add New Printer gives a long delay, without any busy/progress indication

Description:
When clicking on "New Printer", or choosing Printer -> Add Printer,
there's a long delay (ca 8 seconds on a 2x3.0 Pentium) before the "Add a
Printer" window shows up. There is no indication that anything is going
on, and plenty of time to start wonder and double-click again and again,
which 1) slows the progress even further 2) ends up in several "Add a
Printer" windows 3) possibly crashes (bug #36592).

The cause seems at least partly to be the communication with cupsd,
downloading information about all available printer drivers (this seems
unnecessary to me at this point).
