As a side note, higher level applications should detect whether there are photos on the device (like a DCIM/ directory). This can't be the task of hal.

There are devices which aren't a camera which have photos (mobile phones, SD/MMC card readers, iPods, etc.), so a photo management app should not be tied to a 'camera' attribute.
