Their way tentative fixes my issue - the ordering ISO-2022-JP,Shift_JIS,EUC-JP,UTF-8,CURRENT,ISO-8859-15 works perfectly for me. But I think it's difficult for "normal user" to modify gconf keys. So it's good to set this with ja.po as Hiroyuki says.

Hiroyuki, could you update your ja.po with the above ordering?
