[Bug 36669] ignore disabling of key //desktop/gnome/background/draw_background ?

Description:
it seems that on my gnome-desktop, i cannot actually disable the draw_background key for GNOME: When i uncheck it, the background is still drawn by gnome. It is very annonying for applications that use the X root window : they simply cannot work sinc they are hidden by GNOME's background.

Note: the original reporter indicated the bug was in package 'gnome-desktop'; however, that package was not published in Ubuntu.
