[Bug 37251] Services Help Doesn't Apply

Description:
The services help is mostly irrelevant to the services that is
installed.  The screenshots show a much different program.  The help
then referrs to this interface that is very different from the services
that is installed.  The help also talks about some features that the
services dialogue doesn't have (stopping/starting rather than
permanently dissabling).

Much of this needs to be rewritten.
