[Bug 42988] Lid action only happens every second time

Description:
If you set the lid action to 'suspend', then it only actually happens
every second time. This is due to hal not updating the 'lid' button
state after a resume, causing g-p-m to become confused (this is
certainly repeatable on an IBM x31)
