[Bug 42476] Certificate Manager totally busted.

Description:
Load up the certificate manager from the tools menu, if you attempt to
delete a certificate on the Web Sites tab, you'll get an empty dialog
box with two buttons, both of which do nothing when clicked. You cannot
control the certificates at all.
