[Bug 43106] bubble is displayed while in eog fullscreen mode

Description:
The "new updates available" notification is opened even when eog is
displaying an image in fullscreen mode, obscuring part of the image.
Also, it tells the user to click an icon even though it is not visible
in this mode.

Expected/desired behavior: detect that an application is running in
fullscreen mode and not show the notification bubble (I guess that the
scope of this bug is wider than update-notifier but I had to start
somewhere).
