[Bug 43618] Window placement in Xinerama isn't predictable

Description:
I enabled Xinerama support to extend the desktop across one more
monitor. Whenever I open a new window, I have no idea about the screen
where it will appear.

Either metacity should check what is the primary head and always use
that to place top-level windows or metacity should always open top-level
windows on the screen where the mouse pointer is.
