[Bug 43638] the blue circle help icon is blurry

Description:
Binary package hint: ubuntu-artwork

The round blue icon with the white question mark is blurry. Not sure if
this is intentional or not. If it is, I don't think this fits well with
the rest of the icon theme.  See attached screenshot.
