[Bug 43348] synaptic window opens behind current window

Description:
When I start synaptic it does not open as the top window, but rather
behind what was the current window when I click on the synaptic icon on
the panel.

I have 2.6.15-21-amd64-generic on dual opteron running flight 6 +
updates
