[Bug 44360] [dapper] gnome-panel menu display error

Public bug reported:

Binary package hint: gnome-panel

Sometimes (~30-50% of the time) I click on a menu in the gnome-panel
(Applications, Places or System), the menu opens on top of the panel and
does not expand to its full size but displays a scroll-arrow at the top.
I have the panel with the menus on the bottom of the screen.
