I also do not have dia showing up in my menus (ie. the Xfce Applications menu). I'm running an up-to-date Xubuntu Dapper, with dia 0.94.0-17.1ubuntu2 installed. Since this is Xubuntu, I want to avoid installing dia-gnome. -- menu item doesn't show up in menu https://launchpad.net/bugs/41013
