Okay. I've just updated.  I have GDM 2.4.2.102 .
There's no difference:

- Note that the users list selection still works fine, ie the settings
are remembered. The only problem is that they are not reflected
perfectly in the drop-down boxes under the "Security" tab. In
particular, it appears that the first user in the list is always replace
by a blank in the drop-down boxes of the "Security" tab. If there are
multiple users in the list, the others (beyond the first) are listed and
selectable.

As for the "apply users" button, it remains greyed out unless a user is
added or deleted from the list in the "Users" tab. When that is done,
the Apply button is available and immediately affects the drop-down
lists under the "Security" tab.

Still:

- the drop down list does not include the first user int he list
- the value is not saved and auto-login does not happen.
