I see that bug #31699 is fixed.

The fix was installed on my PC and I rebooted.

Before this fix, I was not able to change my default sound card (the
change was not saved).  Now, this seem to be saved correctly, but it
doesn't work as it should.

Totem is not able to output any sound to my PCI sound card and my USB
headset.  VLC, MPlayer (using alsa plugin) and Rhythmbox can only play
sound if the default sound card is set to my PCI card.

Don't know if it's related to bug #31699, so I add comment to this
ticket.
