[Bug 44701] Effect opposite from desired upon toggling "include all users"

Binary package hint: gdm

Immediate effect of toggling "Include all users" in "Users" tab of
gdmsetup is REVERSED in the "Security" tab.

Maybe the "Apply changes" button could be used for this behaviour as
part of the correction.
