[Bug 44876] rhythmbox displays mp3 tags in non utf8 locales as latin-1

I have many mp3s with tags recorded in cp1251, but rhythmbox displays
titles in cp1252 i guess. So is there is any way to set default 8bit
locale for ID3 tags?
