[Bug 44945] Dapper: ALT-F2 no longer brings up run dialog, ALT-F1 no longer selects Applications menu

Its been happening for a while, I just learned about launchpad so I'm
submitting this bug. I can't pinpoint when but I'd appreciate some
troubleshooting help.
