Thanks for your bug. What does "gnome-open file:///usr/share/ubuntu-
artwork/home/locales-ubuntu/index-C.html" do for you?

Note that the changelog mentions:

"    - the "Ubuntu Book Excerpt" item points to the firefox startup page
      for now, that's not a bug, it'll be updated before dapper"
