[Bug 45502] inconsistent icons: property icons do not match displayed panel icons

Binary package hint: gnome-panel

I've found at least two situations where the properties icon does not
match the icon displayed on the panel, as well as a situation where I
cannot change an iconn at all.

Reproduce by:

1. Add iago to the panel via the right click menu option. Iago will be
added to the panel, and the panel will display the same icon the menu
does. However, if when inspecting the panel launcher properties, the
icon in the properties dialog will display the ataxx icon.

2. Add the calculator to the panel via the right click menu option. Upon
inspection, the panel calculator properties will show no icon.

One other person on #ubuntu+1 has tested & seen the same behavior in
Iago.

Trying to change the icon for the default firefox launcher on the panel
results in an inablity to change it at all.

Open the properties dialog for the default Firefox icon on the menubar.
Click the change icon button. Press the delete key, and the file
selection will close. Press the change icon button again, and the icon
selection dialog will momentarily open, and close. Repeated pressing of
the change icon button will momentarily open the choose icon dialog, but
it will close immediately.
