[Bug 34142] cannot add any application icon to the bottom panel

Public bug reported:

I'm running Dapper, today's update  march 9th

2 situations:

1- I've no application running i.e. nothing's displayed in the bottom panel (application bar).
In that case, a right click on that panel does not offer "add to panel"

2- one application is running i.e. Firefox, in that case, I am offered
"add to panel" after a right click on the bottom panel
