[Bug 46077] Swap "Logout" and "Lock Screen" to keep least intrusive on LHS.

Public bug reported:

Currently the Logout dialogue looks like:

      Logout    Lock Screen   Switch User

  Suspend  Hibernate  Restart  Shutdown
  --->------->>-------->>>-------->>>>

For the second row, this has a neat progression with the least intrusive
option on the left and the most intrusive (poweroff) on the right.

The top row should be change to match this and become:

      Lock Screen   Switch User   Logout

         Status: Unconfirmed
