[Bug 46259] Connection icon "bounces"

Public bug reported:

Running a just upgraded latest Dapper (24/5), the connection icon in the
notification area seems to be bounce. The icon that is used for showing
that the interface is sending or receiving traffic is positioned lower
than the icon that shows no traffic. This makes watching traffic a
little annoying as the icon keeps bouncing around the notification area.
