I had this same problem. Installing the package hal fixed this and
another gnome-power-manager problem i was having.

Until a few weeks ago, gnome-power-manager was working fine on my system
without hal installed. But according to the GNOME website gnome-power-
manager depends on hal. Should the Ubuntu gnome-power-manager package
depend on hal also?
