[Bug 46654] 48x48 Desktop icon should match 24x24 icon

Public bug reported:

The 48x48 icon is not clearly recognisable as it is basically just a
white square. To see how bad it looks, change the size of the panel it
is on to more than 28 pixels.

Suggested fix - something similar to the 24x24 icon :)
