[Bug 46765] "Network Montior" panel icon shakes

Public bug reported:

Binary package hint: ubuntu-artwork

Add "Network Monitor" to a Gnome desktop panel.

Watch panel icon closely as it animates (screens change from black to
brown when network traffic is sent/received).

Notice that the entire icon shifts around by a few pixels. The frames of
animation are misaligned.

This is either in the ubuntu-artwork or in the gnome-netstatus-applet
package - I'm not sure which.
