[Bug 46794] Opening a tab should focus URL bar

With epiphany-browser 2.14.1.1-0ubuntu2:
When opening a new tab with ctrl-t, the browser window gets focus. In other browsers (ie firefox), the url bar gets the focus after opening a new tab so that you can immediately type in a url. This seems like the most sensible behavior. I can't see much benefit to focusing the browser window.
