[Bug 44264] Some icons in hicolor theme too large

Public bug reported:

Binary package hint: hicolor-icon-theme

See the attached screenshot from GSM. I suspect what is happening is
that the icons in h-i-t are not available at the correct size, causing
the unusually large icons.

I've also seen this with the GDM icon when `all processes' is selected.
