[Bug 44710] Re: raise_on_click is disabled in 'click_to_focus' mode

I use dapper (so it changes daily). If 'click_to_focus' is set and
'raise_on_click' is unset, I'd like the focus to be given without
raising the window (this used to work exactly like that.. say one month
ago or so). To raise the window, simply click on the window frame.
