[Bug 47281] Gnome themes are being built flat(missing gtk, metacity directories)

Public bug reported:

Binary package hint: ubuntu-artwork

Today's update to ubuntu-artwork_27_ included the new Dapper themes from
the art team but they are not working due to missing and metacity-1
gtk-2.0 directories.  Somehow they seem to be built flat and everything
is just piled into the top level directory.
