(I believe this really belongs to gstreamer0.10-plugins-bad, but Malone
won't let me target that).
gstreamer-jack is broken upstream. There is a current effort to create
two JACK modules for gstreamer, one to support basic output pipes (like
the 0.8 module), and one to allow full use of the JACK low-latency API.
As there are no systems in Ubuntu that depend on gstreamer-jack, it is
safe to remove from your system. A new version will be included once
upstream support is again stable.
