[Bug 47602] gnome panels are empty (show nothing) after login

Public bug reported:

Binary package hint: gnome-panel

Using version 2.14.1-0ubuntu16.

User logs in through GDM, everything works as expected, but the gnome
panels are just empty gray bars.

Known work arounds:
 1. right-click desktop, open gnome-terminal, killall gnome-panel 
 2. right-click each panel and change height property up/down a pixel and display is immediately corrected.
