[Bug 70889] The video controls (contrast, Brightness, ... ) don't work

I've tried this on both dapper and edgy with a labtec webcam and a
Philips SPC 600 NC.

Both webcams are recognized and use the spca5xx drivers, however the
video controls settings don't work and leave a very dark image which
can't be tweaked (brightness, contrast, ...).

This bug as been reported several times in the forum .
