[Bug 71304] changing x keyboard layout does not change console keyboard layout

Binary package hint: gnome-system-tools

When I change the keyboard layout in the gnome keyboard settings tool,
the keyboard layout in the console under ctrl-alt-f1->f6 do not change
accordingly.
