[Bug 72210] wishlist: should ship -dev and plugins packages for rb

Public bug reported:

I think you should split the actually rhythmbox package into a -dev
(includes and libraries, in order to build plugins against it) and one
-plugins containing the remaining plugins or maybe one package for each
pluggable plugin. In other way, could you include development headers
etc. into the rhythmbox package?

Actually I'm working on a liveice plugin for rhythmbox based on xmms-
liveice; and this would help me a lot.
