I'm experiencing a quite simillar issue:
The gnome-cups-icon process seem to cause heavy cpu load at random times (I didn't manage to reproduce it on purpose)
It only comes back to normal once killed / automatically restarted.

** Also affects: gnome-cups-manager (Ubuntu)
   Importance: Undecided
       Status: Unconfirmed
