[Bug 73681] Saving from other formats creates unopenable document

Public bug reported:

Binary package hint: gnumeric

After importing a document from OpenOffice.org or Excel and using 'Save
As...' to .gnumeric XML, documents cannot be opened ('Extra content at
end of document').  This is because the xml generated is incorrect.  The
<gnm:Workbook ... tag is treated as a standlone tag (<gnm:Workbook ...
/>) instead of as a start tag.  Also the </gnm:Workbook> tag is missing.

Correcting the workbook tag results in a document that can be loaded.
