[Bug 59110] Re: New windows sometimes open in incorrect language

Ok, here's how I could reproduce it:

1.  Create an HTML document containing the following:

<a href="#" target="_blank">bilingual!</a>

2.  Save it.

3.  Open it in Epiphany.

4.  Click on the link.

You'll end up with two windows, each in a different language.
