[Bug 59801] There is no "ADD" button to add a network in the connections setting

Public bug reported:

 Click SYSTEM then ADMINISTRATION then NETWORKING then Connections.
There should be an ADD button above  the PROPERTIES button but there
isn't one. It's impossible to add a new network device.
