I have this exact same bug at the moment.  I did an aptitude upgrade on my system and now it is refusing to settup gconf2-common or any thing that depends on it :( showing the same error message as above.
I have tried re-configuring a few packages but still the problem.  I don't think a blanket reinstall is an elegant solution and will not help some people so I'll continue to try find the root cause.
