[Bug 64851] Menu editor inconsistent behaviour

Just upgraded to edgy and have noticed that the menu editor (standard
one) behaves inconsistently. This manifests itself in 3 ways which I
have noticed:

1. sometimes when creating a new menu item, that item is not actually
created

2. sometimes when editing a menu item, the changes may not be effected,
e.g. changing the picture or name.

3. dragging and dropping of items between folders does not work

4. cannot add a picture to a folder

At no point are any error messages displayed. I would estimate that the
bug manifests itself in about 3/4 of attempts.
