[Bug 41711] deskbar should lose focus when hotkey is pressed twice

Public bug reported:

When deskbar's appearance is set as a button, hitting the hotkey focuses
is whereas hitting it a second time unfocuses deskbar and returns focus
to the previously active window.

But if its set as a text field, hitting hotkey for a second time does
NOT unfocus deskbar, as it should.
