[Bug 65591] Scroll bars do not move in bug-buddy "Show details" area

Binary package hint: bug-buddy

You can scroll but the scroll bar never appears to move. Doesn't really
impact package performance but it IS a little confusing and
"unpolished". ;)

The "What were you doing when the application crashed?" area scroll bars
work normally, so this is probably a fairly minor bug somewhere.

However: This exact issue is also present in update-manager:

(from where I canabalized most of this bug report) therefore I think
this may be something related to GNOME in general. I'm not sure how it
would be best to file that...

Noticed this after upgrade to Edgy beta from Dapper. Please let me know
if you need any additional info!
