[Bug 66021] GDM showing before usb-keyboard and usb-mouse are initialized

Public bug reported:

I understand the benefit of showing the GDM as quickly as possible, but
it may make some users think things are not working.

I have to wait about 5 seconds before my keyboard and mouse are
functioning, even though I'm already looking at the GDM.

Perhaps it should wait at least until there is a keyboard available?
I don't know if it's possible, but it might be best to prioritize usb-devices needed before GDM, such as a keyboard.
