[Bug 39677] When switching users wrong keymap is selected

Public bug reported:

We are several persons using this computer, I use a modified version of
the swedish dvorak, and others use swedish qwerty etc. When I log out my
keymap is still in use in GDM, sometimes. It's not 100% reproducable,
but has happened quite a few times. Running Ubuntu Dapper since
yesterday (14:th of April). The expected result is that gdm switches to
the locale specific keymap when the login-display is shown. One thought
is that it seems that X doesn't restart when switching to gdm any
longer, does this mean it doesn't reload the keymap, but how come it
works sometimes?
