[Bug 68285] deadkeys don't work

Public bug reported:

I'm using the US international keyboard layout and for some reason,
epiphany will only take the deadkeys for the initial letter in the
address field.

so for example typing ' followed by e gives me é but typing that
sequence again gives only e.
