[Bug 68827] Moving sheet tabs results in wrong order or crash

Public bug reported:

Open gnumeric to a clean workbook.  Add a half dozen sheets so there are
more than three original three.  Now start moving the sheets around to
change their order.  It may not be apparent at first but the sheets are
getting moved around erratically.  I have also had this crash gnumeric.
I can provide more info or a screencast if needed.
